JOB DESCRIPTION:

ROLE OVERVIEW

Reporting to the Portfolio Head: Health, Community Services & Inclusivity, the Advisor: Community Safety and asset protection will have functional accountability to the Senior Manager: Community Safety and Asset Protection. The incumbent will conceptualise and implement programs aimed at supporting, advising and finding solutions for local government and improving performance in the area of Public safety and Security. May represent the Client on key IGR platforms and other relevant stakeholders.

Acquire and utilise cutting edge research and information to provide high quality advice on public safety and security in local government to both municipalities and other spheres government.

 

THE CANDIDATE PROFILE

  • Ability to work and manage in a multidisciplinary environment
  • A dynamic, motivated self-starter with high levels of emotional maturity
  • Ability to draft, analyse and interpret reports in a professional and quality manner
  • Have Stakeholder Management and Influencing skills
  • Have strong Business Communication and writing skills
  • Computer Literate (MS Project Management is advantageous)
  • Results driven individual.
  • Strong analytical ability coupled with sound problem-solving skills; and,
  • Have a sound understanding of policy and legislative frameworks in area of responsibility.

 

QUALIFICATIONS AND EXPERIENCE

  • A degree or diploma in in Policing; Community Safety or Security Management or other field of study relevant to the scope of the position; (a post graduate qualification will be an added advantage)
  • A Valid Code 08 drivers’ license and own vehicle
  • At least 5 years’ relevant experience of which at least 3 years have been at an equivalent level within a medium to large sized organisation; and,
  • Knowledge of government policies, legislative processes, policy research, analysis, monitoring and evaluation.

 

KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS:

  • Community Services Focus: The Advisor will facilitate the establishment of community co-ordination and participation structures within Local, District and Metropolitan Municipalities, by providing advice and support to municipalities. Co-ordinate and engage Community Services activities to contribute to community safety and asset protection; and support the implementation of any relevant intervention/ programme or project that contributes to Community Safety objectives. To also further guide and support the implementation of Community Services programmes/ intervention/ projects as part of a unitary team.
  • Research and Benchmarking: The Advisor will collect, categorise and track relevant information required for specific tasks and projects. Perform support activities to benchmarking exercises under guidance from Senior Advisors and Specialists. Under the leadership and guidance from Senior Advisors and Specialists, the Advisor will perform desktop research on issues related to municipal challenges within the sector/ professional discipline (Collect data, examine relevance and synthesise). The Advisor will also support the gathering and channelling of information to build and update municipal profiles and provide administrative support with the arrangements of knowledge sharing / peer learning sessions/ presentations to staff and external stakeholders. May include providing inputs to content and packaging of information for the sessions.
  • Support Advice and Capacity Building: The Advisor will guide, support and provide advice to municipalities in the areas of focus/ professional discipline in accordance with the programme plan. Provide hands-on support to strengthen municipal capacity/ improve community safety programme implementation. Implement the capacity building strategy and associated programmes in municipalities. Support the representation of municipalities as the “employer” on national/ provincial LGSETA structures. The Advisor will also co-ordinate the logistical arrangements for training programmes/ peer learning sessions in the areas of focus/ professional discipline.
  • Programme Monitoring and Evaluation and Reporting: The Advisor will implement project management methodologies and disciplines; and support the management of the full project cycle on assigned projects including M&E. Ensure that projects are conducted against contract specification and payments are based on agreed milestone. The Advisor will maintain records as per the Client’s policy and ensure that all project records are uploaded into the company knowledge management system. Support the reporting on progress against milestones and support the preparation of audit files for each project prior to audit.
  • Stakeholder Management: Within the scope of area of accountability, the Advisor will build and maintain relevant stakeholder relationships/ partnerships in the area of responsibility. Ensure appropriate and timely communications with all stakeholders. Build partnerships with relevant stakeholders to ensure programme success and to increase the Client’s capacity to make an impact; and support the creation of reports to communicate about the programme and provide updates for website.
