JOB DESCRIPTION:

Purpose:

  • To manage and coordinate activities aimed at supporting the “Group” CFO to exercise financial oversight

 

Main Activities:

  • Oversee processes and assist Public Entities in the Group to cost their Strategic Plans for inclusion in the organisations MTEF budgetary inputs.
    Quality assure inputs, and utilise consolidated working papers to compile inputs to the Provincial Treasury for the MTEF budgeting process.
  • Manage and oversee processes to assist Public Entities to cost the operational and annual performance plans for budgetary inputs.
  • Manage and oversee processes to provide technical assistance to Public Entities to submit reliable budget information.
  • Provide technical assistance to Public Entities in the Group to prioritise funding requirements within the parameters set by the MTEF.
  • Interpret and implement the Treasury guidelines for the Estimates of Expenditure process
  • align budget statements with the annual performance plan, strategic plan, national and provincial spending priorities.
  • Monitor trends and supervise the monthly cash flow and adjusted cash flow preparation process within the Public Entities and report thereon to the Group CFO.
  • Analyse transfer requests in line with Cash Flow Statements and performance standards set in the SLAs and advise the CFO accordingly to approve the release of transfer payments.
  • Analyse budegetary information provided by organisations public entities and prepare estImate reports for the identification of transfer requirements and the inclusion thereof in the departmental estimates.
  • Analyse the financial statements, Risk Plans, internal audit, external audit and forensic audit reports  of Public Entities to identify the adequacy of internal financial controls, possible irregular/fruitless expenditure, etc. and provide early warning services to the Group CFO.
  • Through monitoring, evaluation and reporting processes enable the Accounting Officer, through the CFO, to respond to financial management issues raised by the Legislature.  

 

Qualification:

  • B Comm-degree or equivalant qualification

Minimum Work Experience after obtaining the specified inimum qualification:
