JOB DESCRIPTION:

JOB PURPOSE

Supports the CLIENT Group by coordinating and implementing the learning and professional development of the organisation's workforce. Responsible for identifying and assessing the training needs of CLIENT Group employees, plan, organise, facilitate training interventions, and oversee that appropriate training is conducted and followed through needs analysis, training programme, SETA grants submission and SETA involvement, reports. Developing, implementing, and improving the health and safety plans, programmes and procedures in the workplace. Ensuring compliance with relevant health and safety legislation within CLIENT Group. Identifying OHS-related training needs in the workplace.

DUTIES AND RESPONSIBILITIES:

HR Training

  • Developing training and development strategies with line managers by considering staff requirements
  • Ensure all training is planned, tracked/monitored, implemented and successfully executed to cover all offshore and onshore operations for CLIENT Group.
  • Responsible for the timeously execution and submissions of mandatory and discretionary grants.
  • Analysing training needs annually, in conjunction with line managers.
  • Maintains knowledge of training requirements by attending workshops, establishing personal networks within the industry.
  • Ensure that training is accredited with SAMSA in terms of STCW and IMO regulations.
  • Compile reports for relevant SETAs throughout the year for submission.
  • Ensure that training provided is of the highest quality by sampling feedback from course attendees.
  • Communicates with all HOD’s / Managers on training and course bookings required for the group.
  • Maintain training schedules for all employees in the CLIENT Group.
  • Collation and submission of annual documentation for DMR.
  • Planning, directing and delivering training and development programmes including staff inductions, to accomplish the organisation’s goals.
  • Administering regular, detailed needs assessments to identify skills deficits.
  • Ensure programmes implemented to meet training needs and the skills gaps identified, workplace skills plan, SETA compliance etc.
  • Addressing skills deficits through tailored in-house training.
  • Facilitate learning programs and interventions where appropriate to do so.
  • Coordinating internal and external training as the need arises.
  • Ensuring that all learning and development initiatives are within budget and that the budget is fully utilised.
  • Monitoring staff and crew performance by liaising with line managers and department heads and scrutinizing the Quarterly Appraisal assessments of Staff and Crews.
  • Assist with learnerships and internship interventions where necessary.
  • Availing yourself as a sounding board for all employees with the explicit aim of improving their orientation and training.
  • Be able to write Management summaries i.e The education background, work experience and skills and competencies.
  • Submit monthly and quarterly reports, or, when requested.

  • Assist HR Group Manager EE meetings (Training thereof and Admin/record keeping)
  • Assist Group HR Manager drafting EE plans
  • Assist Group HR Manager submission of EE plans
  • Under both employment equity reporting and skills development levy the successful compilation and submission for BBBEE reporting and certification.

Health & Safety

  • Communicate with public services, when necessary, hospitals, UIF, Labour department, etc.
  • Ensure that initial orientation for newly hired employees is provided on first day of employment, together with security tags
  • Evaluate and monitor health and safety hazards and develop strategies to control risks in the workplace.
  • Maintain and update a detailed register of Injury on duty (IOD).
  • Ensure all IOD claims are submitted to the insurance with relevant supporting documentation and followed up.
  • Prepare letter of guarantee (GOP).
  • Notify relevant hospitals when vessels are in port or dry dock and the relevant contact persons.

Ensure all safety compliance is in place for both onshore and offshore areas of the business.

Adhoc

  • Assist with staff welfare functions (i.e., Braai’s, baby showers, farewells etc).
  • Update COVID Vaccination spread sheet and statistics
  • Assist with filling of all HR documentations electronically and manually.
  • Assist with answering the switchboard.

QUALIFICATIONS AND EXPERIENCE

  • Matric - Grade 12
  • HR Diploma / HR Degree
  • Registered MQA Training Assessor / Moderator
  • At least 3 years’ experience as a Training Officer within off-shore mining or construction environment
  • Proven track record of boosting company growth through training Knowledgeable - SETA
  • MS Office (PowerPoint, Outlook, Word & Excel)
