SUMMARY:
Our client, a Durban based Higher Education Institution, currently seeks a highly competent Manager to promote and maintain a culture of quality and compliance within the institution.  Upholding minimum quality standards across all institutional departments and perform a wide range of assurance and advisory services to the institution in support of effective governance, accountability and performance.  In addition, this role is responsible for ensuring registration and accreditation of programmes.

JOB DESCRIPTION:

Minimum Job Requirements:
  • Master’s Degree with Higher Education Knowledge or a Postgraduate Diploma in Internal Auditing.
  • Min 3 years’ experience in quality assurance related to higher education.
  • Integral knowledge of the higher education framework and relevant legislative requirements, both locally and in the regions.
Core Functions:

Assume responsibility for compliance and regulatory tasks by:
  • Facilitate the collating, compiling and submitting the DHET Annual Report in adherence to the guidelines provided by the DHET.
  • Ensure that verification of SAQA records and overseeing NLRD uploads to the HEQCIS according to the standardised template issued.
  • Attend appropriate meetings, conferences or workshops held by regulatory bodies.
  • Co-ordinate the provision of timeous responses and resolutions.
  • Co-ordinate the collating, compiling and submitting institutional accreditation applications for regions.
  • Co-ordinate institutional preparations for site visits and institutional audits.
  • Provide guidance and oversight of institutional adaption and change management in line with shifting requirements and regulation in the sector, such as the QAF and Framework for Institutional Audits.
Facilitate the implementation of the continuous academic improvement strategy:
  • Develop or review as applicable, and communicate via Monitoring and Evaluation communiqués an institutional quality management system.
  • Monitor and enhance institutional governance structures, such as committees, so as to ensure appropriate quality reporting and decision-making processes are carried out within the institution.
  • Monitor the processes by which policies and standard operating procedures across the institution are approved and communicated for implementation.
  • Participate in reviewing institutional documents including but not limited to policies, procedures, website content and other materials for stakeholder consumption.
Strengthen the Data Analysis function of Monitoring and Evaluation through the following measures:
  • Monitor the Data Reporting cycle and ensure that relevant data reports are provided timeously to committees for review, decision-making and the development of improvement plans.
  • Work with various academic committees to develop academic quality dashboards to provide an institutional overview of quality through these governance structures.
  • Improve transparency of institutional quality through the implementation of a visual analysis component to the data analysis function.
Undertake following management duties:
  • Conduct quarterly staff performance appraisals.
  • Coach and develop existing employees.
Other:
  • Act as an institutional liaison with regulatory bodies and facilitate all regulatory site visits
  • Oversee the development and implementation of an institutional Quality Management System (QMS) as an integrated component of the institutional SIS.
  • Guide quality assurance activities in the regional offices, including those in South Africa, as well as the SADC regions.
  • Co-ordinate and host annual Quality Conferences, focusing on shifting trends in the education sector.
  • Monitor internal audits, risks assessments and adhoc investigations as required.
  • Monitor and facilitate the implementation of appropriate systems, processes and measures to ensure institutional compliance with POPIA.
  • Contribute to the institutional and academic strategy and the innovation agenda of the institution.
