OPERATIONS MANAGER

PERMANENT

EAST LONDON, EASTERN CAPE PROVINCE

The main purpose of this position is to be responsible for oversight of the organizational activity at the Desmond Tutu Health Foundation Eastern Cape Research Site (DTHF-EC) and includes formulating strategy, improving performance, procuring material and resources, facilities management and securing compliance.

Minimum Requirements:

  • Bachelor's Degree in Business Science or related field
  • At least 5 years' experience of working in a team providing direction and motivation (preferably in a research or public health program environment)
  • At least 3 years of experience in research or public health program implementation or operations management
  • At least 3 years of experience working in the research or public health program sector with management exposure
  • Excellent project and general management track record
  • Proficiency in MS Office (Word, Excel, PowerPoint, and Internet)
  • Excellent communication (verbal & written) skills
  • Presentation skills
  • Strong interpersonal and organizational skills
  • Ability to work well under pressure with minimal supervision
  • Attention to detail
  • Planning and Organizing skills
  • Deductive thinking, problem solving and detail orientated

Advantageous:

  • Post Graduate degree or coursework in Business Management/Project Management
  • Familiarity and in-depth knowledge of Buffalo City Metropolitan District and Eastern Cape Provincial areas
  • Xhosa speaking

Responsibilities:

Resource Management

  • Monitor current and past Site expenditure to accurately forecast expenditure on new budgets

Staffing Resource Plan:

  • Conduct thorough workforce planning for all studies in collaboration with DTHF-EC Eastern Cape management team (Site Leader, Research Managers and other senior staff), to predict staff requirements 12-24 months in advance. Output being a Strategic Staff Resources Plan

Infrastructure Resources Plan:

  • E.g. Building, Space, IT, Communications, Vehicles, Security etc.
  • Annually: consolidate, assess and develop "other" resource requirement plans as per research budgets/projects, ensuring optimal and efficient procurement and utilization of all other resources.
  • Bi-annually: review and update actual resource utilization against plans

Special Projects Management:

  • E.g. project manage renovations from conceptualizing and justifying financing to hands on overseeing of building work and facilitating the required relationships between all parties.
  • Manage internship and learnership program recruitment, activities and reporting
  • Act as designated DTHF-EC point person with the Foundation for Professional Development Collaborative on all operational issues

Infrastructure Management

  • Develop Infrastructure Resource Plans to meet future needs for DTHF-EC
  • Develop and implement a management plan, considering Property and Services policies
  • Manage day-to-day infrastructural requirements for the site, e.g. Building, Space, IT, Security, Communications, Vehicles etc.
  • Manage service level agreements with Desmond Tutu Health Foundation (e.g. building and ancillary support i.e. cleaning; security & maintenance), including staff management of the ancillary support team in line with their Service Level Agreements (SLA's).
  • Manage site assets in line with DTHF Asset policies and funder requirements.
  • Be responsible for the management of the DTHF-EC Fleet, ensure that all fleet scheduling supports research team activities, compliance with DTHF fleet management policy

Communication/IT:

  • Ensure, in collaboration with the DTHC and Core IT Teams an optimal IT and Communication structure at the site. Direct involvement in SharePoint in relation to the site overarching goals and metrics being on a Dashboard with multiple entry points Ensure a participative and collaborative management style and working environment, keeping staff informed of relevant work-related issues

Financial Management

  • Support finance manager with all administrative duties during periods of formal audit
  • Management and financial reporting of petty cash for research office
  • Management and oversight of office credit card in line with DTHF policies and procedures
  • Expense monitoring and re-alignment of all project- and departmental budgets
