SUMMARY:
The role of the Placement Officer is to implement all activities towards learner selection to workplace resulting in high retention of learners. The Placement Officer plays a critical role in ensuring the successful recruitment, selection, and placement of learners into training programs. He/She leverages the learner recruitment database and leverage online sources to diligently, compliantly, and professionally efficiently for each programme’s objectives The Placement Officer is responsible for all aspects of learner profiling, selection, and administration in line with company, labour legislation, and regulatory authority standards.
Ensure that policies practice, process and procedures, and turnaround times related to learner placements and onboarding are adhered to.

QUALIFICATIONS & EXPERIENCE
- Minimum requirement Diploma/Degree in Human Resources Management or equivalent
- Knowledge on the SETA’s/training legislation is advantageous
- Project Management Certificate will be advantageous
- Advance knowledge MS Office
- MS Office Proficiency
- Minimum of 1 year experience in a learnership environment
- Proven record of excellent Administrative Skills
- Experience working with databases, online job platforms, and conducting interviews
- Track record in collaboration effectiveness with internal teams and host employers.
DUITES & RESPONSIBILITIES The duties include the following:
- Place learners onto Learnership Programmes for Signa Academy against recruitment targets
- Match students from the database provided
- Liaise with Host Coordinator for accurate host sourcing
- Identify placement of the learners according to course and location
- Ensure learner details are captured and filed
- Prepare learner packs, learner details spreadsheets
- Send packs to NQC for greenlight
- Facilitate the onboarding of the learners
- Ensure compliant use of LIS and document management systems/inclusive of Google Drive is according to company standards and conventions
· Adhere to document, information and learner record safety and security
· Adhere to quality requirements
· Adhere to reporting requirements and ensure deadlines are met
Selection and Placement of Learners- Ensure all learner selections align with diversity objectives as per client contracts.
- Oversee the capturing of learner documentation
- Implement an end-to-end selection process ensuring quality documentation and record keeping
- Ensure learner information is accurate and complete for replacements in time to start as per approved start date and as per recruitment timelines.
- Diligently utilize the learner candidate database of CVs on hand and effectively use online sites to source the best candidates
- Conduct background checks on learner to ensure eligibility for learnership to comply with each internal stakeholders and external stakeholder expectations and in consideration for all suitability requirements ranging from (but not limited to) program entry-level requirements, identity authenticity and client demographic preferences.
- Ensure all checks are up to date and cleared before on-boarding the learners
Compliance & Administration:
- Ensure compliance with company standards, labour legislation, and requirements from relevant authorities such as SETA/QCTO.
- Maintain conscientious collation and organisation of learner documentation and packs, ensuring all required documents (IDs, qualifications, contracts) are correctly submitted and controlled.
- Conduct background checks, structured interviews, and document all information as per program requirements.
- Ensure data protection and adherence to POPIA standards in managing personal information
- Administer the filing and safe handling of all interview administration and documentation on time
- Ensure interview packs always readily available, up to date and are interview specific
- Compile interview questions on time and ensure they are designed to be position related

- Compile monthly reports as per requirements
- Ensure the correct use of relevant technology/ systems including LIS for sourcing Learners and ensure the correct use of database and accurate information is added to the database
- Understand relevant legislation, e.g., employment law e.g. (but not limited to) BCEA, Skills Development legislation, data protection, SETA/QCTO rules, etc.
- Ensure that KPI's are met on a daily, weekly and monthly basis
- Ensure preparation learner on-boarding packs and ensure they are completed and signed off before learnership commences
- Ensure learner packs are handed over to NQC as per agreed internal process, procedure and quality considerations
Learner Interviewing and Profilingâ Interview each learner to build profile for suitable placement
â Conduct professional and compliant fair interviews session that enable the collection of useful insights per learner candidate
â Conduct learner interviews and collaborate with the workplace host coordinator
â Ensure that the recruitment time to fill a placement does not exceed eight working days
â Create and manage meaningful individual learner profiles that accurately reflect their suitability for program enrollment and inform the host placement efforts
â Collaborate with internal teams to ensure that learner profiling is thorough and reliable for matching with program-specific criteria.
â Ensure learner assessments are conducted prior to placing learners ensuring appropriate ethical and compliant diagnostic and screening measures
Stakeholder Engagement - Work closely and effectively with campus teams, client representatives, and host-side teams to ensure alignment in learner selection and placement processes.
- Act as a reliable, professional and ethical point of contact for both learners and host employers during the placement process
- Maintain excellent working relationships with internal and external stakeholders
- Attend meetings as required
- Build networks and manage relationships with community key stakeholders
- Actively promote the company in the local community/potential markets /sources of learners
Reporting:
â Adhere to recruitment turnaround times and standards, ensuring learners are selected and placed according to project/contract deadlines.
â Provide timely reports to internal teams and to enable meaningful client feedback on learner recruitment progress and compliance, as well as regulatory and relevant authorities’ requirements
â Report on all learner placements
â Submit detailed weekly and monthly reporting.
