CORE PURPOSE OF JOB
SAIMI seeks to appoint an experienced Programme Manager to coordinate and manage a portfolio of programmes and projects that facilitate the involvement of the maritime industry in initiatives to support industry growth; with a specific focus on initiatives encompassing skills development, education support, capacity building support and facilitating the interface between industry and education role-players. The ideal candidate will have a sharp business mind and a proven ability to strategize and implement high-level program initiatives. As a natural born leader, you will have a strong talent for project coordination and delegation.
The position reports to the Operations Director.
KEY PERFORMANCE AREAS
1 Skills and Capacity Development Support
1.1 Identify SET development opportunities aligned to SAIMI vision.
1.2 Map the sub-sectoral maritime education landscape and detail all training provision.
1.3 Identify and map SET capacity and gaps and engage stakeholders on strategies to address the gaps for the next 5 years
1.4 Manage the development and implementation of collaborative strategies, projects, and initiatives.
1.5 Manage the development of plans for SET infrastructure, equipment, and initiatives to enhance South Africa's ocean skills education and training system.
1.6 Engage with and provide support to educational institutions (public and private) on curriculum, planning and delivery.
1.7 Industry engagement to identify skills gaps, verify demand-led education provision and work placement.
1.8 Manage skills working groups/reference groups.
1.9 Manage maritime sector skills audits, needs analysis and implementation plans.
1.10 Manage the formulation of maritime sector skills development policy and plans.
1.11 Manage the delivery of training programmes in partnership with oceans and maritime industry, Universities, TVET Colleges and SETAs.
1.12 Enable access in the maritime sector for South African youth and women to sustainable employment and entrepreneurship opportunities.
1.13 Assist with enterprise development plans for the maritime sector.
1.14 Policy insights and foresights that enable policy makers to make decisions, which maximize the accrual of sustainable benefits for the country and its citizens.
1.15 Manage the provision of education support through funding and financial aid schemes.
1.16 Manage and administration of online skills training courses.
1.17 Manage the development and delivery of SAIMI course offerings.
1.18 Maintain database of skills development beneficiaries.
1.19 Single point of contact and escalation for maritime related skills-related training.
2 Programme Management Office
2.1 Establish, equip, and manage the Project Management Centre of Excellence (PMCoE).
2.2 Oversee the managing of identified projects and programmes from inception to completion, including the management of related contractual obligations.
2.3 Identify, research, prepare proposals and implement strategic interventions that enable the efficacy of the programme.
2.4 Conduct programme monitoring, evaluation, and reporting.
2.5 Monitor expenditure and progress to ensure that targets are met.
